When you are on the campaign page, you will see the identity of the campaign’s owner on the column at the right. Under the name, there is a contact link with an icon with an envelope shape. By clicking on it, you will open a form allowing you to send that person a message.
You can also write a comment on the page, it will be visible for everyone, including the campaign’s owner.
